Evaluation of SB-82/833 Triage Grants

Message from the MHSOAC

Triage Collaboration Meeting

The Commission is holding the next quarterly Triage Collaboration Meeting on Thursday, May 6, 2021 from 10am-noon. The Commission, UCLA and UC Davis will provide updates on the Triage Evaluation and answer any questions. We look forward to seeing each of you at the Zoom meeting!

Triage Summative Evaluation

Commission staff Heather Barr has been working with Triage grantees to establish a Business Associate Agreement to allow for the transfer of Triage client information to the Commission. Thank you to our partners that have returned these agreements, and to those working diligently to get them signed and back to the Commission.

In May, the Commission will provide Triage grantees with a list of data (that counties already collect) that we will be requesting. We will host group meetings to explain the data requests and transfer procedures, and also meet with grantees individually as needed to tailor these requests. The initial data request for Adult/TAY and Child grantees will be for basic client information (e.g., name, DOB) that will be linked to other statewide databases to answer key evaluation questions.

This work would not be possible without the amazing efforts of Triage grant program administrators and staff. We value each of you and sincerely thank you for your partnership with the Commission, UCLA and UC Davis. If you have questions or comments about the summative evaluation, please contact Heather Barr,

Data Collection

Qualitative Interviews: The UC Davis team and our partners at UCSF have started conducting provider interviews with SB-82 program staff members. We will continue to conduct interviews with each of the counties over the next couple of months. The second phase of interviews will include clients and law enforcement partners (if applicable). These are planned to begin later in the year. If you have any questions about these interviews and what to expect, please let us know and we'd be happy to set up a meeting to explain further.

Program Survey: The Program Survey was sent out on Monday, April 12th. We ask that all surveys are completed and returned by Friday, May 14th. There are two exceptions. LA County will receive the Program Survey at a later date once all approvals are in place. Berkeley City will also receive the survey at a later date once revisions are made to make more appropriate for their specific program.

Please remember: The survey link provided to you is your county's personalized survey link. This personal link allows your current progress to be saved and the survey to be continued at a later date. If you chose to share the survey with a colleague to help answer questions, the personalized link may be sent to them and they will be able to continue from where you left off. To maintain the integrity of your answers, please do not share the survey link with any individuals who do not need to provide answers to questions. If your survey progress does not save as expected or if any other issues arise, please contact us as soon as possible.

Stakeholder Engagement

Nine Stakeholder Advisory Board members joined the UCD research team on November 30, 2020 for our second Stakeholder Advisory Board meeting. The UCD research team updated board members on the formative evaluation plan and goals. We also discussed the qualitative analysis plan (interview guides) and quantitative analysis plan (program survey) and solicited stakeholder feedback. Our next meeting will be held in later this year.

UCLA: Child and School-County

We are so thankful for your partnership throughout this entire evaluation. We extend our gratitude to our county and clinical partners for their continuous feedback, especially during such challenging times.

Data Collection

Qualitative Interviews

The UCLA team has completed the Phase 1 18-month interviews and Phase 2 baseline interviews with program leads. We will begin reaching out to schedule the next round of interviews in June, 2021.

Quantitative Surveys

Over the past few weeks, we have been meeting with county partners from each of our Child and School-County programs to obtain feedback on our Program Survey. Thank you all for your time and expertise! Feedback from all of our Phase 1 sites has been integrated in our survey.

The Program Survey is divided into two sections: 1) Data Coordinators and 2) Program Leads. The Data Coordinators section, asking for aggregate client and service data, was sent to data coordinators from our Phase 1 sites on Monday, April 12th. The Program Leads section, focused on program implementation, was sent out on Thursday, April 15th.

We are hoping to have both the first quarter data for the Data Coordinators survey and the complete Program Leads survey returned to us by Friday, May 7th. Of course, we understand this date may not be feasible for some programs. Always feel free to reach out to Elyse with any questions, concerns, or updates for when we can anticipate this data. Thanks for your continued support!

Stakeholder Engagement

A call for stakeholders to our Stakeholder Advisory Board was sent out in December 2020. We have since identified and recruited seven new members to join our existing Board members in our partnered approach to the evaluation. Our last meeting was on April 27th, 2021.
