Who We Are

The CAHELP JPA Governance Council is the governing board of the Desert/Mountain SELPA and Charter SELPA and consists of the Superintendent/CEO representing each of the member local education agencies of the Desert/Mountain SELPA, and two CEO representatives from the Desert/Mountain Charter SELPA. A CEO representing multiple member school districts count as a single member of the Governance Council.

What We Do

Member local education agencies of the Desert/Mountain SELPA and Charter SELPA join in a cooperative effort to provide for the coordinated delivery of programs and services, and to assure equal access to such programs and services to eligible individuals with disabilities requiring special education and related services. The Governance Council adopts policies for the SELPAs and member local education agencies. Policies and procedures adopted by the Governance Council under the authority of the adopting member local education agency governing board have the same status and authority as other school district board policy. Responsibilities of the CAHELP Governance Council include:

  • Establishing and amending the bylaws and adopt and enforce policies;
  • Providing for the management and administration of CAHELP and CAHELP programs and services in manner that is in the best interests of the CAHELP;
  • Providing additional assessments if necessary;
  • Insuring that a complete and accurate system of accounting for all funds is maintained;
  • Adopting and annual budget for CAHELP; and
  • Overseeing activities for all CAHELP committees.

Our Philosophy

It is the philosophy of the CAHELP that all students with disabilities be provided a free appropriate public education (FAPE) in the least restrictive environment (LRE). This philosophy is in accordance with state and federal mandates.
